A telecommunications company may qualify for R&D Tax Credits where it is trying to achieve an advance in science or technology and has to overcome technical uncertainty to do so. This does not mean the project has to be successful. It also does not mean the innovation has to be new to the whole world. The key question is whether competent professionals in your field could readily work out the solution at the start of the project. In the telecoms sector, qualifying R&D can arise when a business is:

  • Developing new network architecture Creating or adapting network structures can involve significant uncertainty, especially where existing models cannot meet the required scale, resilience, speed or coverage. This may include work on private networks, hybrid networks, distributed systems or next-generation wireless infrastructure.
  • Improving speed, reliability or coverage Projects may qualify where the business is trying to improve network performance beyond standard configuration or routine optimisation. This could include overcoming technical problems around signal reach, dropped connections, bandwidth limitations or performance under heavy demand.
  • Reducing latency in complex environments Low-latency communication is critical for real-time applications such as autonomous systems, remote monitoring, healthcare technology, industrial automation and smart infrastructure. R&D may arise where a business has to test and develop new methods to reduce delay across networks, devices or platforms.
  • Developing bespoke software for network performance Telecoms innovation often depends on software that monitors, manages, routes or optimises network activity. Where a business is building custom tools to solve performance, reliability, traffic management or integration challenges, the work may involve qualifying R&D.
  • Improving cybersecurity or network resilience Telecoms systems often need to remain secure, stable and available under demanding conditions. R&D may arise where a business is developing new ways to protect data, prevent disruption, recover from failures or maintain service continuity across complex infrastructure.
  • Developing AI models for network optimisation AI and machine learning can be used to predict congestion, manage bandwidth, optimise routing or improve service quality. Where the model has to be trained, tested and refined to solve a technical network problem, the development work may qualify as R&D.

Clear boundaries

Not every technical project qualifies for R&D Tax Credits.

Routine deployment, standard installation and straightforward configuration of existing telecoms products will usually fall outside the scope of R&D.

Examples of work that may not qualify include:

  • Installing off-the-shelf equipment
  • Routine maintenance
  • Monitoring of existing systems
  • Standard software updates
  • Basic configuration of known platforms
  • Commercial project management
  • Sales & marketing
  • Customer support
  • BAU after uncertainty is resolved

However, telecoms projects often contain a mixture of qualifying and non-qualifying activity. A standard commercial rollout may still include qualifying R&D if part of the project involved resolving difficult technical problems, adapting systems beyond their normal use or developing new technical capability.

Eligible R&D Costs for Telecommunications Businesses

Telecommunications businesses may be able to claim relief on a range of qualifying costs, including:

  • Staff costs for employees directly involved in R&D
  • Employer National Insurance and pension contributions linked to qualifying staff time
  • Externally provided workers involved in R&D activity
  • Subcontracted R&D, depending on the scheme and contractual position
  • Software licences used in R&D
  • Cloud computing and data costs linked to qualifying R&D
  • Consumables used during testing and prototyping
  • Prototype development costs, where eligible

The correct treatment of subcontractors, externally provided workers, connected parties, cloud costs and data costs can be especially important in telecoms claims.
